There are tests designed to gauge the content of a man’s character.
The test is secretly filmed. Records are kept.
The person being tested is confronted with a moral dilemma, or simply presented with a chance to help or harm another individual. These situations are engineered by the Spiritual Leaders but made to appear spontaneous.
A woman in a fur coat might drop a purse. A man might be bleeding in a doorway late one night.
Other tests are more subtle, the ethical distinctions to be made are finer, more precarious.
Loyalties are divided. Lives imperilled.
The person tested must not know he is being tested, but he must know that there are tests. He must know that there are tests because the purpose of the tests is not simply to identify, monitor and if necessary, punish miscreants but to engender and reinforce Mindfulness in the population at large.
The mindful man knows he is under observation, that his actions will be seen, and that he will be judged according to those actions.
Those deserving punishment will be punished.
