The Leaders could certainly gauruntee absolute security. The Wall could be made unbreachable. The Citadel made inviolable. There would be no incursions from Nogo and the outside.
Why is this not done?
The incursions justify the existence of The Wall.
Without the incursions there would be no need for a wall.
In the same way, if there is no enemy there would be no need for an army.
If there is no wrongdoing, there is no need for a policeforce.
The Wall, the army and the policeforce are all needed by The Leaders to maintain control. Therefor there must be enemies, there must be incursions and there must be wrongdoing.
